Saying "five out of ten" is very different than "one out of two". Part of the gravity of the situation is exactly how many packages have been mishandled, and since a reliable statistic relies on multiple samples, 5/10 would be able to best convey the severity of the issue. I really doubt Pliablemoose had two packages delivered, with one being screwed up, and thought "hey, I'll just use big numbers to garner sympathy!"
