The purpose of high heels is to accentuate the calves and buttocks. You do neither if you put on heels and simultaneously wear thick and baggy pants.

It's essentially proof that NK doesn't actually exist. These actors in some remote place in China forgot to switch their shoes before posing as "NK" soldiers.
