I was flipping through the channels and I came across one that has a drawing of the empire state building and says in big letters over it:

WE ARE REQUIRED TO BLACK OUT THIS PROGRAM IN COMPLIANCE WITH FCC RULES AND REGULATIONS

Doesn't look like its part of a show, just this static screen there. Channel 18 on NY TWC if you don't have a cable box.

What show is it supposed to be?

That happens during sports broadcasts. Usually during baseball and basketball season.

Yup. Whenever the Mets play the Braves, its always blacked out on TBS.

A lot of it is FCC regulations as well as MLB/NBA/NHL/NFL regulations and rights...

Aren't those blackouts by the networks/teams?
Why would the FCC care if we watch a baseball game?

It has to do with markets and stuff. For example, look take the YES Network which broadcasts most Yankee games. It can be viewed as an unfair advantage to the Mets who don't have their own network...

its because of areas assigned to tv stations / regulations in place by NBA/NFL/NHL/MLB due to signing away of broadcast rights...
