WTF...can't play streaming video in WMP, FF, or IE..

wtf is wininet.dll..it causes an illegal operation whenever a streaming video tries to play in WMP, FF, or IE...how do I fix this?? I tried DL'ing a new version of the file and replacing it in my windows\system32 directory, but it automatically restores the old version that's already there....
