"WS2_32.dll" Error...what is it?!

I got back to school and set up my computer.
I enabled my ethernet card in the device mananger...because over the summer I had disabled it.
And of course the first thing I want do is to tap into that ethernet, so I plug in my cable into the lan.

There isn't any required software to use the ethernet.

When I try to open Explorer or Netscape I get a "WS2_32.dll" error and I have to close the window.
When the cable isnt plugged in I can open Explorer and Netscape without an error, but whats the point if I'm not connected.

Anyone know whats up?!
