wrong regional settings, files/dirs with ?,? not opening

Hi there all... here's my prob 🙂

I have a non-localized English version of XP, wich I've updated with a localized (hun) MUI Pack.
After the install, in the regional settings, I could set the language of panels and menus to hungarian, but in the

Special tab there (lang. for non-unicode programs), I couldn't. ("The Installer could not install the selected

language")

Seemingly this (?) causes a lot of trouble... some programs, like Nero, Winamp (in media library), Directory Opus

are not handing file/dirnames with chars like o,u (they either refuse to handle it like a file/dir, or display them with

wrong chars). I'm not entirely sure if this is the cause, but it has to have something to do with my english XP.
Is there any solution...? Of course, core apps like Explorer handles them right.

Try to reapply SP2 with you local language (Hungarian?), go to here (or through Windows Update), choose Hungarian and then click change, download & install, if the problem persist, you can also try repair installation.
