If the video card is not the problem, then the CPU, memory, or motherboard are the only other likely causes. The PSU could potentially be a problem as well, but I highly doubt it. I would suggest removing all excess add-in cards and only running the system with the stuff necessary to work (CPU, video, memory, HDD). I would also try messing around with various BIOS settings pertaining to video. Thing like shadowing, rendering method, and fast-writes could all affect this. Try turning off any extra settings, see if that helps. A BIOS update is always worth a try.
