Connectivity Tiles (app) takes you straight into settings for Bluetooth, Wifi etc. Other than that, no, you can't control on/off without leaving the home screen.

One of the biggest irritants for me on WP was the organization of the settings screen. It's just a jumbled mess.

I don't mind having to go in to the settings screen to do something like turn wifi on. But I shouldn't have to scroll for that basic of a function. Take the cue from Apple and put the most commonly used elements up top, won't you Microsoft?
