Not sure, kinda follows the question of which policy covers your car if its in the garage when the house burns down.

No, I think it would be more like if your car was in a garage space that you rented, and the parking structure burnt down/collpased on it. I think it would just have to be the lot owner's insurance covering all this.

a lot of that construction probably had no engineer involvement , it is a fairly rural area
my guess is the construction people just winged it

get some 2x4's and some fiberglass or tin roofing and a few nails

Being in an area that's no stranger to snow, you'd think they'd have heated roofs or something so even if it's below freezing, it at least melts away pretty fast.
