WoW: T14, T15, etc...what does it all mean?

Is it gear specific or release/patch specific, or both? Can I buy a lower level, say T12, gear? Is T15 gear purchased with Valor points?

Tier refers to the armor sets from raid dungeons. Typically each new content patch/expansion that has a higher difficulty raid included has items with the next "tier" of stats and the latest and greatest class armor sets. Some of them also have versions with slightly lesser stats from looking-for-raid level raids and some pieces can be bought with valor points.

Older tiers can for the most part still be gotten, either from their respective raids as drops or from the older token merchants, but they are considerably worse than the current top tier stuff. Lots of people go back to get them just for how they look.

I don't know what the current tier is, as I haven't personally played in a long time.

The current tier, as of today once the severs are up, will be T15. As Mushkins said, the Tier level is tied to the Raid release. Newer raids have higher Tiers with better stats. I haven't personally gotten Tier gear since T10 but it appears you still get it from Armor Tokens dropped by specific raid bosses. You can buy similar gear with Valor points but its not part of a Tier Set with set bonuses.

No Tier gear is no longer able to be purchased via valor points (once upon a time during some raids in Wotlk they did it this way). You have to get a token drop off a raid boss in the raid corresponding to that tier to turn in for tier gear.

Except for tier 3, all tier is more or less still in the game. (tier 3 is only obtainable now through lots of gold on the black market auction house)

However, at lv 90 in this patch today (5.2) all tier below tier 14 is nothing but for fasion, as it is no longer current.
