And please, could you find me one LEGITIMATE scientific study that refutes climate change is occuring? There are obviously disagreements over to what extent and why, but I've never seen one peer-reviewed study that shows it isn't occuring.

This quote from the Economist's recent survey on climate change summarizes my thoughts on the subject:

Professor Wunsch is not a climate-change sceptic. He believes that there will be ?serious future climate change: it's almost guaranteed,? and he thinks there should be attempts to mitigate it. But he is fed up with too much being read into thin research.

perhaps $3 billion would be able to flesh out that research some?

Doubtful...you know how these scientists are...they'd blow all the money on booze and strippers.

I would be interested in reading your argument as to how increased production and consumption of a manufactured good, like the Prius, would have a positive effect on global warming.
