Most mammals have skin like this. Try it with your dog or cat. Even all primates besides humans have skin that will do this. Only you wont see it so dramatically because they have fur.

Only Humans and aquatic mammals have their subcutaneous fat layer connected in a way that the skin cannot be pulled around in this way. This leads many experts to question if Humans were once aquatic, too. Problem is, there would be no fossil record to support, or destroy this theory.
 
i dont think it hurts them, as many animals do have skin like this

my uncle is a vetrinarian and he told me something about this a while ago
