WOW constantly blinking smart Cursor with tearing behind it

Hi, my smart cursor/software cursor in WOW (World Of WarCraft) constantly blinks and when I move it the graphics tear behind it. Very annoying and would like to fix it but can't figure it out beyond an nvidia driver problem. My mouse is the MX510 using the 9.8 drivers and I have already uninstalled the drivers for it and tested using the default windows drivers and same problem. I have also turned off Vsync in the game as well as matched my desktop resolution and refresh rate with the games and still doesnt fix it. I notice the same problem in the Half-Life 2 menu system but those are the only two games I have played were this problem shows up. In Half-Life 2 it isnt a problem since it goes away when you play the game. In WOW this occurs in and out of the game meaning in the menue system and in the game.
 
It may but that isnt my problem since I am not using one. I found the solution posted by a blizzard tech to another person having the same problem. In config.wtf you have to add a command line that fixes the problem.

I think your trying to be funny but it wasnt.
