Actually, I swam to Booty Bay at level 20 - it's really easy. Just stay away from the coasts and the mobs there won't attack you.

I flew there from Westfall yesterday and saw an island between westfall and Grom'Grol that appears to be inhabited by neutral Trolls, so you could probably swim to BB, get the flight path, then swim to the island and fish from there. Then you'd have to swim back to Westfall and fly to BB - but considering the fishing contest is only supposed to last a couple hours, it's probably not even worth the effort. I imagine it'll be pretty hard to win the fishing contest for a while.

Apparently rare fish will spawn during the contest though, and you can still get cash for the contest-fish as long as you turn them in during the contest.

Well you can stay by the horde base in stv and fish there.

It's safe for the most part to take the boat or air ship there but the problem is being able to stick around long enough to fish.

I say make a no pvp area where the contest happens.

Just out of sheer, morbid curiosity, has Blizzard said officially (or has anyone heard) whether or not there will be a higher level cap with the expansion pack? I was expecting them to move it up to lvl 70, but who knows?!
