Would You Take An S4 or Tegra 3 with all else the same?

Yeah I've heard about that but you can tweak the values and you'll be fine. I consider that to be a slip up. All the HTC phones I've used (albiet not many) have always had super-fluid animations, great menus, look slick, and have great touch screens.

I was thinking HTC's sense might be coded more efficiently than TouchWiz. Minfree values are a simple tweak, different from writing an application to effectively keep up the UI framerate.

Garbage Collector works based on what the minimum value is for free memory.

Short version:
decrease minfree -> garbage collector fires less often -> less free ram, better performance
increase minfree -> garbage collector fires more often -> more free ram, sometimes laggy if memory to be freed has to be queried from multiple apps/widgets

Stock values have always been fine. People like to mess around with this, but I'd say... it's worthless. If your phone is running slow, contact each individual developer for your apps and ask them to optimize their background intents more.

I own both Samsung Galaxy SIII and N7. N7 is noticeably faster and smoother in interfaces and applications. Although benchmarks show S4 is faster than Tegra 3, I feel Tegra 3 is faster in real life. At the same time, my N7 has a great battery life. With frequent web browsing, youtube, movies and gaming, the N7 can last 2 days with one charge.

Not really comparable given that N7 is running vanilla Android. Even JB Galaxy Nexus is as smooth as SIII

my tablet is Tegra 3 my Phone is S4. Both work fine. I do like some Tegra games...pretty impressive for a handheld sometimes.
