It depends on the car. 17's would be a downgrade for many pickups and SUV's.

My car came stock with 17s, but the wheel wells are enormous and make the wheels look small. 18s look small, too. 20s fill up the gaps, but they just don't look good on the car.

Maybe 19s... But those are rare.

18's the tires are too expensive, and they are too big for a smaller sized car.
