Neither would be ideal, but If I lost my legs, I would need less adjustment to live a normal life then if I lost my arms.
No legs = use a wheelchair, stairs are a real bitch, probably have very tired arms...
No arms = no need for a wheelchair, doors are a real bitch, don't have very flexible legs, and very little fine motor control of my toes ... so I'd be hosed.

You could just have a wall of Fleshlights mounted waist high. Have a day laborer clean them out weekly, so that they stay fresh.
