Granted, even when worn as intended it is too racy, but still, the way that NY Post girl is wearing it is NOT the way it was intended to be worn.

Here is a pic of the same dress. Note that the straps over the breasts are stretched over the entire breast, not bunched up to show more skin like the NY Post pic.
