Yeah, the first clue is that the IRS wouldn't send it by email.

The second is that scammers never think to run their pitches by a native english speaker for editing. The grammar is always weird and stilted.

If that's an email...definitely not legit. Have you checked the "From" address? I know they can be spoofed, but most scammers don't bother...because most people don't check.
