Looks to me like the sidewall is splitting pretty good. Hell no and I hope whoever those belong to isn't dumb enough to jeopardize other people on the road by doing so. If you live in the middle of nowhere and want to kill yourself, that's one thing, but if those blow you could lose control and hit a bus full of nuns who are bussing handicapped toddlers to the nearby orphanage to pick out their kitten from the animal shelter until they're adopted by loving parents who can't have children. That would be horrible if you killed and ended those lives!
