I have a guy who wants to buy a camera from but wants it shipped to Guam of all places. If I ship it USPS, do I have the same postal rights as if I shipped it to someone in the US? Is it too big of a risk to ship it?

Keep in mind that Guam is territory of USA and they follow US laws. I was stationed in Agana, Guam for over three years and their laws/regulations are very similar to mainland.

If he can get you payment in a garuanteed form (M.O., wire transfer, etc.) then there should be no problem. If the item is expensive $100+, then FedEx it to him, the USPS shipment will eventually be placed into whatever post office Guam has, and who knows what they do w/ packages from the U.S.???

It shouldn't, and that is why I posted the above absurd response.
