Sounds like he is describing a salary, non-exempt role. The salary is paid because an individual normally works a set amoint of hours per workweek, but can be adjusted downward for workweeks where an individual works less and OT has to be paid for workweeks were an individual works more than 40. Usually done for ease of payroll administration.
Salary history is normally asked on a separate page.

LOL! I've never had a career field job that required me to state my salary history on an application or resume. Everything is negotiated in person or over the phone after an interview. I'm 30. And yes, I have had several jobs. Mine has been all Technology and just about every one including this last one has a salary history section.
Most online applications including large Corporation intranet sites have a slary history section.

I've worked state universities, large semiconductor corps, and huge defense contractors.
Putting salary on a resume is doing it wrong.
Consider for a moment that you're not the only one who has ever had a job on this forum, and wonder to yourself, "why is everyone in this thread telling me that I'm doing it wrong?"
