Would u leave negative rep for this?

I was looking for a case and someone contacted me 4 weeks ago... We agreed on a price and i paid within 2 hrs...

Have not heard from him in a week (he said after he was on a business trip, but couldn't email me or pm me??.

Then, aparantly he changes his mind and refunds the $. BUT

The $ wasn't in his paypal account, so it never clearned (after another week).

I filed a claim, and he replied few days later and had he had some issues with paypal)
The, he refunded the money again, which week another 5 days to clear..

I finally got the $ today after a month...

so question is: while i did get he money back, because of his lack of manners in communicating and just taking forever to refund(which should be a 5 second processs), would u leave negative as to alert future buyers?

That would definitely warrant a negative rep -- and maybe a nuetral if he kept in contact throughout the whole deal.
 
I'd say neutral would be appropriate. Everything worked out in the end, it just took a bit longer than it should have.
 
Negative all the way. Even if the only infraction was being away on a business trip for a week and not contacting you. That would piss me off.
 
Neutral. The transaction never actually took place if you got a refund and didn't receive the item. Though he was slow to refund and had poor communication, it doesn't warrant a negative.

 
I'm thinking neutral.

- you were inconvenienced
- he did not rip you off though - you did get your money back.

I think negs should be reserved for rip-off's - just my opinion

Heck, multi-million dollar companies have been slower to refund my money.

Neutral for sure, sounds somewhat shady but he did come through in the end. It shouldn't necessarily deter someone else from dealing with him, but if they see your neutral and he pulls something similar or worse, then there's a clear negative in my book.
