Would this laptop be able to use VLC?

Probably just BARELY. I had a 650MHz P3 laptop that would sometimes stutter with WMP. Maybe with VLC it's a bit more efficient but I have a pretty high doubt about it.

Another thought (that's more on topic)
Crono would be better off installing Windows98 or Windows2000 rather than XP on an old laptop like that, right?
