Would this desktop suffice to run a 20 person CS source server?

I am looking to buy a desktop to use to run the AT cs server again, but I don't want to shell out $750 on a new desktop (Canadian). Do you think that desktop would suffice to run a 20 person server? It would be running windows server 2003.
