Would this car be street legal now-a-days?

The irony is that many modern concept EVs are lounges like this... but they also have seatbelts and are otherwise a ton safer.
 
How did they not have seatbelts in 1969? They were required for all cars sold after Jan 1, 1968. Likewise headrests were mandated for all sales after Jan 1, 1969.

It looks to me from this article that this car was never actually produced. I'm guessing it was basically a concept car. Smart move not producing it-the product liability exposure could conceivably killed Ford IMO.

 
If it was street legal when it was built and released to the public...it would still be street legal today.
