Would this be good for a cheap PC?

I need a new PC and only have some saved money and christmas money and want to keep it around $400 including shipping and upgrade later on I'm mostly going to use this for: Web browsing, coding Web sites, homework, recording online PS2 matches and editing, music downloading, and music burning(whenever i buy a dvd/cd burner)

If I was to upgrade HDDs later on can I just buy a new compbatible HDD set it as a slave drive and put it in and then edit the bios(if necessary) and then reformat(or repartion) and then be able to use it? If so then should i change the HDD to the 40GB HDD and replace the Optical Drive with a Single Drive: 48x CD-RW Drive they are both the same price and then later next month upgrade the HDD

yes you can add a hdd later on although i have heard it is hard to upgrade dells. i'm not sure about hard drives though
 
Yea I would have built my own but I'm just trying to get a PC to use until the end of next year ... I think my compaq with 98SE is about to die 😱
 
Actually now that i think about it it would be better to go this router: Get the 40GB HDD, and the 48X CD Rom and then wait a week or so then order a DVD Burner off NewEgg for $40 and then next month upgrade to a 200GB HDD
