would this be a bad way to partition a 250 GB hard drive?

Personally, I would leave more space for apps, just because I tend to load a lot of very large games on my system. I would probably do something like 10GB for OS/swapfile, 40-80GB for applications, and then the rest for bulk storage (possibly partitioned into multiple drives as well). But that may not be appropriate for your needs.
 
Just 10 GB for XP and other Apps isn't enough. I suggest setting aside up to 50 GB, which will also allow for the 'scratch' space needed without choking the drive.
 
Why not break the 220 down also? It would be helpful when it comes time to defrag and other maintenance.
 
I have a 10GB partition for XP Pro and a few programs and am always fighting to keep stuff out of there 30GB is probably good but I would go with 50-60 personally.
