Would these clock to 2133?

Exactly.

With overclocking of any kind, results vary on a case by case basis. Even if 99.9% of the sticks out there would hit 2133MHz you're not guaranteed that the ones you get will do so.

If for some weird reason you need 2133MHz just buy sticks rated for that performance.
