Would setting my 17" LCD from 60Hz to 75Hz improve gaming experience?

Using Samsung SynchMaster 175v with 56-75 Hz vertical.

I'm jealous of my friends KDS 20" CRT as it plays UT2004 pretty good.
Now I know the issue is probably the 25ms response time, but can I improve anything by upping the vertical refresh rate?

The short answer is no, because chaning the refresh rate on an LCD doesn't work the same way as it does on a CRT. Some LCD panels are pickier than others about what the best rate to run it as, but most Samsung panels are supposed to be run at 60Hz.

Mine, a NEC 1530 15" and a Hitachi CM174blahblah 16ms 17", work best a 60. Seems to provide the clearest resolution.

It might actually make things worse. You're telling your video card to work harder when it really doesn't need to.
