Would like some advice on locking down a Win98 machine

hi. i have two computers running win98 that are located in a public area. to prevent users from coming on and butchering the OS with installed garbage and spyware, i would like to "lock down" the machine. is there any software (freeware perhaps?) that would prevent unauthorized users from installing software or making changes to the registry? or any suggestions on how i can achieve my goal of locking down a win98 machine? thank you.
