I only have one debit card account, and I will be going away overseas, so I would like to use that debit card account while I am away. But this account is linked to paypal and has a chargeback pending.

The account has no money in it now, but when i go overseas it will have

Would it be safe to add in money to this account so I can use the card? Would paypal deduct the money for the chargeback?
 
if you put money into the account during a chargeback.. paypal will take that money, yes. that entire chargeback situation has to be cleared up and the case closed before you put money into it and not have it taken away.
