I think it would be, although some people make the argument that the pro-life state couldn't do anything about what happened outside its borders.
"A Person charged in any State with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another State, shall on demand of the executive Authority of the State from which he fled, be delivered up, to be removed to the State having Jurisdiction of the Crime."
States could make it a crime to leave the state if they leave the state to have an abortion. Or, an anti-abortion state could say it's illegal to have the intent to travel to a pro-choice state to have an abortion.
