Tough call on this one. Personally, I would have dealt with the matter via PM. Send a PM to the Mod on duty and pass it along to them. While it's great to get the word out to the rest of us, thread crappin' is bad ju-ju. You rarely see a "good" threadicus deficatius (can't remember the latin).
The part of the "Dealer Rule" that I wouldn't quite jive with is the having "the sole intent of bringing them here to resell." From the initial look of things, he's replacing a big ol' number of video cards and wants to liquidate the ones he had before. In that regard, I wouldn't have a problem with him selling the things here.
Definitely a dealer IMHO. He specifically states that he is running an Internet cafe and were purchased for use in the machines there, and prefers to sell them in bulk.

He's not a dealer any more than an IT manager that upgrades the HDs in all the machines in a department and sells them here. He runs a business that is *not* a reselling business.
Geoff hit the nail on the head. I have done lot's of machine upgrades and then sold the parts I upgraded here. But I am not a dealer. I don't buy parts from a distributor and then try to offload them here. And I don't think he is either.
We have looked in to it, and made the decision that he is not a dealer. Of course, if he comes back next week with 43 hard drives, CPUs, etc., we may have to reevaluate that position.
