Would Bulldozer have the same problem with 23.976fps playback as Sandy Bridge?

That is for its IGP output to HDMI/DVI. Might be a deal-breaker for HTPC build, depending on how sensitive your TV and how nitpicky you are.

Don't know if these kind of details have been leaked or not.
 
This isn't a currently a problem with either AMD or nVidia discrete GPU's so it's highly unlikely AMD is going to introduce the same bug Intel SB has with their Zacate and Llano IGP's.

Zacate is already on the market and doesn't have this issue.
 
Don't assume that, AMD has screwed up the past 2 IGP releases by not supporting HDMI audio properly.
