Would an AOpen MX400-a be faster than my Radeon VE?

I am looking at getting the AOpen MX400-a video card , because it has a tv tuner, and I would probably get better performance out of it. But, would it be a good deal for $129, and would it be better than my Radeon VE? What other cards can I look into in this price range that also have a tv tuner (I know that the AIW Radeons do, but what are the prices on those?)? Thanx! Or should I just skip on the TV tuner thing, and get a CardExpert GeForce2 MX TwinView/Vivo Golden Sample?
 
I'm pretty sure the MX400 would be slightly faster than the VE card. Of course you could always just buy a separate tv tuner card and a video card. That's what I would do. That way if you decide to upgrade your video card later on you can still use the tv tuner with the new card. Right now I'm using a WinTV USB and it works fine with my laptop(8mb ATI Rage Pro Mobility), and my home system(previously 64mb Gainward GF2 Pro/450 GS, and now a 64mb Visiontek GF3 Ti500). It would probably be better to get a PCI tv tuner card though as, IMO, they have better picture quality of the USB versions. I've used other pci tv tuner cards and an integrated tv tuner/video card(ATI AIW Radeon).
 
How much is a Stand alone Tv Tuner? Why not just get the Visiontek Geforce2 GTS V for $65 at newegg with a stand-alone tv-tuner(10 bucks??) ?
