Worth fixing Corsair TX 650

I have a TX 650 that is from (I think 2008 or 2009). The fan has stopped working. Is it worth taking apart and fixing, or should I just get a new PSU? It is worth noting that 650W is way overkill for my system. I'm just running a 3570k and a 7850. Do I gain efficiency going to a more appropriately sized PSU?

You don't have warranty left? It should have 5 year warranty.

If you know how to fix it, then it's probably worth it, even if you didn't want to use the unit any more. You could sell it.

A lower wattage PSU would improve efficiency but not enough to matter, it's just not a factor. If you want higher efficiency, you should get an 80+ Gold unit like Rosewill Capstone 450W, Seasonic G-450 or Super Flower Golden Green 450W.

Power supplies are high voltage devices and therefore should not be worked on by people lacking the necessary skills. Unplug the power cord before opening the unit.

Try the fan with another 12V DC source, even a car battery, and if it spins, then you may simply need to replace the fan, a relatively easy repair. Look at the fuse since a blown fuse indicates a failure in the high voltage section, such as a shorted MOSFET, a much more difficult repair.
