Worst cities in the world to be a software developer?

I haven't spent a lot of time at this forum to know how this thread is going to work out, so apologies if it's a bit out of place.

I just poured myself a beer and was doing some misc searching for dev jobs in various cities in South America, and got to thinking that some insight on the worst places in the world where one can actively maintain a career in IT, would be interesting.

The criteria can be anything, from mis-managed companies, to awful local or corporate cultures, to talent shortages, whatever you can think of.

Anecdotes more than welcome.

I'd say Silicon Valley is probably the worst. But, that is mostly because of the people that live in the Bay Area. God, it would be so much nicer of a place we just got rid of all the people there.

I was going to say because of the beyond insane housing prices, but that works too :)

I'm going to put my vote in for central Pennsylvania, just because there are basically no good paying IT jobs there. That's one of the big reasons I fled there to New England.

The cost of living is dirt cheap, though, and it's an awesome place to live if you like hunting or fishing.

As far as IT in SA goes, Venezuela doesn't look all that favorable, right now. Who knows, though--things could always blow over.
