"World Wide Web Publishing Service <starting> and Slow Win2K functionality

I have a dual-booted computer, Win98 and Win2K. My win98 partition continues to run fine, but my Win2K partition is very slow. I noticed that a "World Wide Web Publishing Service" in the Services list is stuck on "Starting." I don't think it was like this before. In fact, I know it wasn't, because as of last night - when everything was working - http://127.0.0.1 worked, and now I am getting nothing as a response. Could this be a virus of some sort? I just reformatted last week and never reinstalled a virus program...
