"World Phones": help...how do they work? SIM cards??

I've never used a phone that works on the GSM900 or GSM1800 bands....nor have I used a sim card before. I am traveling to Italy and I will be using one of these phones as my only phone. What is the difference between a "locked" phone and an "unlocked" phone. Any suggestions on where I should purchase my SIM card to get the best prices? Do SIM cards allow free 800 number calling? Thanks for the help and any tips you can give

locked and unlocked refers to certain providers..

if it's a world phone.. you should be able to purchase a sim card from the country you will be at and use the phone ~
