Workstation 3D: multicore or frequency

Hi to everybody.
I would like to ask one thing:
I need to build a Workstation both for 3D rendering and graphic/cad
(illustrator, photoshop, 3dsmax, autocad).
On the CPU side, could be better to buy an XEON like the 2690 v3, considering all the dynamic turbo clock speeds, active for each core, or the higher frequency 1680 v3, but with less cores?

I can't found a good review that explain to me in a good way this...
 
It's only 300mhz difference if you run the 2690 v3 all cores@turbo but 4 cores/8threads more so if money is no problem go with the more cores.
If your going to run it at the stock 2.6Ghz it might be different.
