Works 8 free Upgrade failed

There is a free upgrade for to the latest version of Works 8 from ms:
MS Article

It is supposed to be good for Works 2004 but when I run it I get a popup that says I don't have an eligible version installed. The knowledge base explains how to check the version and it appears ok. MS Knowledge Base and Google don't turn up anything.

Thanks in advance for any thing I can try.
 
yup. To the T. I also used the instructions on how to validate that you have the correct existing version. The error message comes up almost immediately after the CAB files are done being extracted. I shut down my virus sw and spybot before starting.
