Working in Background Icon Question

When I open any file (pic,text, etc) or program for example firefox this icon will show for a fraction of a second.

When services start, the blue circle will show for a fraction of a second , ie. I know when Intel RST starts , blue circle will flicker.

Is this normal ?

This is on win 8 and using a ssd, never used 7 , and don't recall this happening on vista used a hhd, allthough it may have done, but never noticed.

I do have a habit when using something new, Im very observant which at time is a bad thing.

I don't remember that specific message, but when I was trying out 8 on the rig in my sig, there were quite a few things that started slower than they should have. Windows Media player was one I remember. In 7, it just started. In 8, I would get that whole screen display for additional seconds, doing who-knows-what in the background. It was only a second or two, but still weird.

I know that probably wasn't too helpful for your question, but a bump to the top anyway.
