For the most part I agree with you. The kids should not be running around disturbing everyone. At the same time, an introduction and their presence alone should not be disturbing to the employees.
I look at this sort of thing as a privilege. Like all privileges, they should not be abused unless a special arrangement has been agreed upon. I like kids and I like it when the parents bring them in to show off a little because I think that sort of thing contributes towards a friendly and healthy work environment. Those kinds of environments, in my experience at least, tend to be more productive because the employees are happier. I am also somewhat flexible with behavior because kids are kids, but as I keep emphasizing I am particular about my standards with public behavior too.
Also, see my reason #2 in my original reply although I realize it does not apply in this case. Sometimes, the parents have little choice and everything just works out for the majority of people when they bring their kids to work on occasion.
