I would imagine in VT you do. In both OH and WA you do. For example, when I moved to WA from OH, I had to pay "Sales and Use Tax" when I transferred the titles to WA. They assess the tax on blue-book value of the cars too, not on what the stated amount on the title was.

WA just adopted a similar "no out of state vehicles with <7,500 miles" law but only for emissions purposes; if you can prove that the car meets CA emissions standards it's OK to bring it in. Still have to pay sales and use tax when you transfer the title though.

I'm kind of surprised that CA doesn't have a use tax on titles from out of state actually. Given that the taxes from titles are generally used for highway projects and other transportation-related services it only makes sense to require that a use tax be paid when registering an out-of-state car in CA for the first time.

Crap, that could be expensive! A $30,000 car would cost you $2,325 in sales & use tax. Now imagine moving to another state with a couple $60,000 cars and a bike or two? You could be on the hook for over $10 grand! 😱

Honestly, I've never purchased a vehicle in another state and then brought it into California so I'm not an expert on the matter by any stretch but I do know that you cannot register a bike purchased in another state in CA with less than 7500 miles on it.
 
So, you pay sales tax in the state you bought it and then you pay it again in VT? 😕

What if you legitimately bought and registered a vehicle in another state and then moved to VT? Do you have to pay sales tax on all your vehicles when you reregister them?

I've never lived in VT, but as I understand it you only have to pay sales tax if you didn't pay it in the first place. Example - if I were to move to VT, I'd have to pay sales tax on all my vehicles even though I own them already (because I bought them in NH and didn't have to pay sales tax).

I don't think dealers usually charge sales tax on vehicle purchases if you are an out of state buyer. I did not pay sales tax on my Forester and I bought it from a dealer in MA (MA has sales tax; NH does not). Other places may be different, though...I'm not sure.
 
It has nothing to do with CARB. As far as emissions, the bikes are all the same for all 50 states. It has everything to do with getting out of paying sales tax. A bike cannot be purchased in another state, brought into CA, and then registered in CA until it has more than 7500 miles on the odometer.

That was my reaction too. I was lucky that I had an older car when I moved to WA.

Basically, if WA sales tax was not paid on the vehicle, you have to pay use tax per the schedule. http://www.dol.wa.gov/vehicleregistration/usetax.html
