Shens. If a store clerk is willing to risk his job for $20, he'd just take the preorder himself and ebay it and make ~$1000. $1000 > $20.

Honestly, who cares? If he likes it, he likes it. if he doesn't like it, or thinks it isn't worth the money, he can always sell it on ebay for a lot more money than he probably thinks he can. It's his decision if the console is worth his money or not.
