Won't turn on

I have no idea what's wrong with my comp.

It won't turn on, as in, it won't even start up the fans or anything.

I unplugged everything from the mobo except the CPU, CPU fan and PSU cables, both 24 and 4 pins.

PSU makes a faint ticking noise about twice a second but only when the 24 pin is plugged in. I know the PSU works though, since I shorted it and it ran fine. I also just replaced the mobo and am sure that works fine too. I don't think the mobo supports suddenly became conductive or anything, so I'm at a loss for ideas.

It doesn't work with my spare PSU either.

I shorted the power switch with a screwdriver, so it's not that.

I'm definitely certain the PSU switch is on and set to the right voltage too.

try taking the mobo out of the case and placing it on a cardboard box - maybe your shorting something.

Tried it, also tried lifting the mobo in the air and listening for a ticking and it still does. Do you think it might have something to do with the CPU?

Well, after borrowing a friend's comp I found that plugging my PSU into his mobo causes the ticking and the power LED to flicker in time with the ticking. Bad PSU? I haven't had it a year...

Seems like a bad PSU. I've seen this exact symptom before. Shop for a new high quality PSU. Don't skimp.

Try switching the power button and reset button on the case. Make the reset button be your power button and try.
Also make sure you don't have any metal objects touching your motherboard and cause short circuit. In that case the motherboard won't start at all.
