Won't restart is it power supply or hard drive??

I have an IBM Aptiva 590 which is a amd slot with amd 751motherboard. I recently reinstalled windows 98 and the computer does not restart but it will cold boot. I have cleared the cmos to default settings (if i do anything else it reports cmos settings wrong) and reinstalled from the aprtiva restore harddisk. Would the power supply do this after working for 3 yrs or is it the hard drive. It will cold boot most of the time. hard to tell with constant rebooting and unplugging. If it boots correctly the hd must be working ?? any help greatly appreciated. Mark

I remember there use to be a rebooting patch for win98. But I dont know where to find it.
