Won't Reconize Hard Drive

Alright, I was on here a week or so ago saying my computer wouldn't turn on. Well, I got that fixed by replacing the Motherboard. But I am back with a new problem. The first time I ever powered up I got the BIOs to recognize my hard drive but not my CD and CDR so I turned it back off and plugged in the IDE2 cable more and then turned it back on and it got both my CD and CDR but not my HD. So I have now turned it on and off repeatedly after fooling with the IDE conections and power connections and such but it won't recognize it. I have tried taking off the CD and CDR and putting the HD on IDE2. Tried a new IDE ribbon. I have tried unhooking the CDR so it was CD on IDE2 and HD on IDE1. No Luck with anything. I have looked at the jumpers and they should all be correct. I am out of ideas. I need some help.

The Light does not come on. My case has several fans in it and I can not hear the HD if it makes noise or not. I am returning it today and hopefully that will solve my problems.

Remove the hard drive from its mounting spot and let it hang freely from the power plug, then turn on the computer. If the drive moves slightly, at least you know that it is spinning up. Try the hard drive in a different system if at all possible.
