Had a extra E6600 so I bought a cheap MsiP45 MB.
MB would not post replaced Ballistix with 1 stick GSkill.
MB posted normal 10x reset bios.
Put parts in a case no post.
MB hangs only fans come on no mouse or keyboard lights.
Tried 4 single Ballistix and 2 single GSkill sticks.
I have never shorted out any MB in any case.
All of my mem needs 2+ volts Msi Default is 1.8volts.
Should I order a pair of 1.8 volt memory.
Have a 300 watt server PS which I should try with out the 7950gt in.

Sorry, I guess I'm being dense today but, I have no idea what you are saying here.
If the MB posted before you put it in the case and, it did not post after you put it in the case then, either a component was loosened in the process or, you are shorting the MB regardless of your never doing it before.

Out of case again only MB, cpu, 1stick of mem.
Switched PS still no post no keyboard light.
Put 2 sticks Ballistc back in 680i and that PC works normal.
When MSI first posted mem volts were 1.8v.
MB may have defaulted back to 1.8v from 2.1v.

Sorry, but I agree with MagnusTheBrewer. Can you use full proper sentences? It's hard to follow what you are saying.

But from what you're saying, put the video card in and try to post with proper power to the video card. It should still POST when you put in mem that requires more voltage, but it just won't pass the C1 Memory test. Do you have a PC speaker on the motherboard or one to plug into the headers? The BIOS POST beeps would help. But you might just have a bad board, or something shorted it out. Motherboards sometimes do short in cases, if any of the leads are too long. Because if it no longer POSTs at all after putting it in the case, there's definitely a problem.

Strange removed cpu cleaned and reseated.
Cpu locking ass. is loose can move it slightly centered it.
Put in 2nd GSkill 2 meg stick and got to bios again.
First mem clip hits 7950gt which makes seating mem tricky.
Now to hope bios voltage setting hold.

Keep an eye on your temps if you reseated without cleaning and reapplying TIM.

Polished all cpu contacts with stiff cloth and a drop of 100 percent alcohol.
Temp up 2c from new AS tim.
Wow this passive northbridge sure runs hotter then the P35,P48 chipsets.
Do to the bios not having a good monitor NB temp ,volts etc.
I have the NB voltage on auto.
What is the lowest I can set the NB VOLTAGE till i can get in hard drive and monitor softwere
